  17. <p>Fresh reports sketch the economic landscape facing the new
  18. President
  19. </p>
  20. <p>     They are mere numbers. But the numbers auger well. The
  21. Clinton Administration was greeted by several promising economic
  22. reports and by surveys showing new confidence in the President
  23. among business leaders. Topping the list, a Federal Reserve
  24. Board survey reported growing economic strength in most of its
  25. regions during December and early January. Strong gains in
  26. retail sales were echoed by a surge in factory activity. At the
  27. same time, the Commerce Department said construction of new
  28. homes increased last year for the first time since 1986. Equally
  29. important, more new-home building permits were issued in
  30. December than at any other time since March 1990. But the
  31. recovery is uneven. Unemployment persists (7.3% in December);
  32. the stock market is sputtering. And despite the rosy glow
  33. warming the economy in most of the country, California is still
  34. suffering heavy job losses and a slowdown in business.
